Be able to "finalize" or "publish" the schedule and Send notice of schedule changes made after finalization to employees
It would be nice to be able to edit and rearrange the schedule, and be able to play around with it a bit without it being visible to employees until I publish it.
With that, it would also be nice to have the option to notify them of changes such as cancellations, start times, or if a change in assigned cleaners occurs, etc.

I agree with this. It would be cool if we had a way to create a draft schedule you could mess around with, and it wouldn't show up for employees until you confirm it. That would be a really cool feature, especially for getting used to the system; you could, like, move things around without the actual final schedule being.
