what about if the OTW was already sent yet a cleaner experiences further delay en route?
That's exactly what the On The Way text is for. If the team is running late they can use the OTW to notify the client when they will be arriving. I'm not clear why another alert would be necessary?

Each additional alert we add to the system costs us money and adds complexity that can negatively affect you and other users. With that in mind we have to carefully consider every request. We can not just do it simply because 'a paying business owner asked for you to create it' I also think you might have me confused with your slave. Please reconsider your language on future comments.
